Either it is Dark chocolate or Milk chocolate, it contains the main ingredients, Theobromine, and caffeine, so it will harm the parrot. Not only Milk Chocolate is harmful to cockatoos but also to all other Milk Products.

Coca Butter is the primary ingredient; if it is present in chocolate, then it will be deadly dangerous for parrots. Similarly, milk products must not be given to them. Milk chocolate could be given to cockatoos if they did not have the toxicity of chocolate. 

Treatment of Cockatoos after Chocolate Intake:

When you come to know that your cockatoo has gulped chocolate, move to the veteran and give them complete detail. The first treatment they might provide to your cockatoo can be vomiting. The veteran knows how to make cockatoos vomit. Vomiting is effective in this regard because after this, all of the toxicity and chocolate will be removed from their stomach.
